For connecting to IRC with a Windows based computer, mIRC is probably the most often used program. Some prefer other IRC clients, but it's mostly a matter of taste. mIRC will get you to IRC.
If you have an mIRC version in the V6.xx series, earlier than V6.12, then I recommend that you upgrade.
